They'd have to bite in at least enough to get at the delicious blood under your flesh, though, wouldn't they? Even if that's not as far in as to BURROW per se.
See the comment I left you above! The head stays sometimes when you pull the body away because the hypostome has barbs on it that are apparently stronger than the tick's attachment to its head, which I find hilarious.
