Yes. If that person was actually capable of many terrible things, but was also quite good at restraining themselves, but at the same time just sucked at rhetoric. Since some people just kinda suck at talking even though they're all nice and stuff otherwise.

Kendra, meanwhile, does not suck at rhetoric, but likes to pretend she does because she thinks it allows her to be underestimated by others, which only compounds on her abuse of power. Which she enjoys abusing. So, yes, totally an evil person.
